The Ministry of Industry and Trade issued a decision applying anti-circumvention measures against anti-dumping duties on cane sugar
On August 1, 2022, the Ministry of Industry and Trade issued Decision No. 1514/QD-BCT applying anti-circumvention measures against trade safeguard measures for certain imported sugarcane products from the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic, Malaysia, and the Republic of the Union of Myanmar.
Accordingly, to ensure a level playing field between domestically produced and imported goods, and to protect the legitimate interests of domestic producers and sugarcane growers, sugar imported from these five ASEAN countries using sugar raw materials from Thailand will be subject to anti-dumping and countervailing duties totaling 47.64%, of which the anti-dumping duty is 42.99% and the countervailing duty is 4.65%.
Imported sugar from five countries, if proven to be produced from local sugarcane, will not be subject to anti-circumvention measures.
The anti-circumvention measures against trade safeguard measures will be effective seven days after the date of issuance of the decision until June 15, 2026, unless changed or extended by other decisions of the Ministry of Industry and Trade.
According to the Ministry, the decision was issued based on an objective and transparent investigation process, in accordance with domestic law and international commitments.
