Timeframe for transitioning to the new C/O form
Based on the report of the 35th ASEAN Economic Ministers’ Meeting (35th AFTA Council) and the Mid-Term Meeting of the ASEAN Sub-Committee on Rules of Origin (ISSL SC-AROO), following Official Letter No. 1568/TCHQ-GSQL dated May 4, 2022, the General Department of Customs provides guidance on the implementation of Certificate of Origin (C/O) Form D (including C/O transmitted through the National Single Window system (electronic C/O) and paper C/O) as follows:
– For C/Os issued during the transitional period from May 1, 2022 to October 31, 2022, customs authorities accept both the old C/O Form D (as stipulated in Circular No. 19/2020/TT-BCT) and the new C/O Form D.
– For Certificates of Origin (C/O) Form D issued from November 1, 2022, customs authorities will only accept C/O Form D issued in the new format.
Four ASEAN countries – Indonesia, Malaysia, Thailand, and Vietnam – have been issuing all Certificates of Origin Form D electronically (e-Form D) since July 2022, with hard copies of e-Form D only being issued when the ASEAN Trade in Goods Agreement (ASW) experiences technical issues. This is progress in the implementation of the ASEAN Trade in Goods Agreement (ATIGA).
